Mainframe Systems

Belton Associates has an extensive experience with design, development, and implementation of mainframe systems, converting mainframe applications into services using SOA Component Architecture/SOA Data Object (SCA/SDO), as well as converting Mainframe database and source code to object oriented languages.

Food and Nutrition Service (FNS), USDA

Belton Associates performed design, development, implementation, maintenance, and multiple upgrades of the Store Tracking and Redemption System (STARS). STARS is a mission critical system that supports the retailer management and Food Stamp redemption accountability. Belton Associates staff maintained STARS system throughout the entire life cycle of 12 years and supported STARS migration to a J2EE environment.

Belton Associates staff created the Compliance Activity Tracking System (CATS) to streamline data entry and reporting of compliance information. CATS was also instrumental in lightening the workload of field office users and improved reporting capabilities for Field Offices, Regions and Headquarter.

WEB Applications Development

CSAMS (Centralized Security Administrative Management System):

Belton Associates performed design, implementation and maintenance of Centralized Security Administrative Management System (CSAMS) web application which was developed to allow the Food and Nutrition Service, USDA users to electronically request access to the agencies’ computer systems over the Internet using a secure HTTP protocol, ASP.NET and SQL Server. CSAMS Administration links to other FNS systems where technically feasible and performs the updates to the target system. Types of data stores for which CSAMS must directly administer user Ids include Microsoft SQL Server, Oracle, Sybase, CA-IDMS, LAN, Active Directory, Microsoft Exchange and COTS packages.

Online Public Applications

Belton Associates designed and implemented Online Store Application (OSA) that allows public users (retailers) to electronically apply to participate in the Food Stamp Program. The Web Application was developed using J2EE application server, eAuthentication, and Microsoft SQL Server. The development of OSA required expert knowledge of eGovernment regulations, FISMA and other Security guidelines, Privacy Act and other government policies for PII data protection, Paperwork Reduction Acts, as well as Federal Records Act and other federal regulations on records management. For security reasons OSA uses web services without direct database access. OSA was designed for easy and intuitive data entry with interface changes based on user answers. Application automatically generates Adobe form(s) from user data entries that user can verify, save, print and sign.

Database Administration

Belton Associates provides a full range of database administration support services to all of FNS which includes but is not limited to Database Design, Performance Monitoring and Tuning, Availablity, Dabase Security and Authorization, Backup and Recovery, Data Integrity and DBMS Release Migration.

TRW, Inc.

Belton Associates provided Database Administration Services on The Naval Sea Systems Command (NAVSEA) Amphibious Warfare and Strategic Sealift Program ( PMS377 ) for TRW, Systems Division. PMS377 was assigned responsibility to manage the acquisition of LHA 1Class ships, LCAC Life Cycle Management , management of Landing Craft, Air Cushion (LCAC) and Amphibious Assault Landing Craft (AALC) programs.

Capital Planning & Investment Control

Belton Associates monitored USDA Capital Planning and Investment Control (CPIC) requirements and activities, as well as Work Lenz developments within USDA in order to increase and maintain its knowledge base, familiarity and expertise with the CPIC process and the portfolio management system.

Business Intelligence

Food and Nutrition Service (FNS), USDA

Belton Associates created Management Activity Reporting System (MARS) Data Warehouse as a query and reporting tool designed to provide detail and summary statistics in a quick and easy-to-use form. Before introduction of MARS, each of the seven regions was responsible for maintaining separate workload activity and profiling systems. MARS allowed for a single repository for program management information that significantly reduced user requests for customized reports.
